Im astronomical terms, Planets are far nearer to the earth than the stars. So they appear to be small discs in the telescope, which means there are many sources of light coming from them. Hence the rays coming from them always reach to our eyes and they do not twinjle. As against that stars are billions of miles away and appear as tiny source of light. The ray coming from them is unique and suffers difraction and bends because of the atmosphere and follows a zig zag path. This appears like twinkling to our eyes.
