It depends on your requirement. Basically what you are developing.If you are developing something like a small web page with less features , you should not need to add bootstrap css and js because it will be unnecessary to load such large files .But at the sametime if you have a huge project with good amount of features and design complexcity you will have to most likely use Bootstrap to keep your css clean and organized.
