It’s always better if you watch videos repeatedly. Watch them with subtitles in the beginning and then listen to it without subtitles. You can easily notice the difference. You will start understanding the words slowly . This is how a language is learnt effectively

The best way to learn any language is to listen first. To learn English, listen to a native speaker or anyone who speaks well. The second step is to practise whatever you have learnt. Unless you do the second step, you will not be fluent. Speak the language as much as you can. All the best.

Watch the videos with Subtitles on. Read the subtitles as the video plays along. This would ensure that your reading speed would increase. Observe the diction of the speak as you watch the video and listen.

If you have a friend with whom you can practice conversation, then 

(a) make a synopsis of the TED video you are watching,

(b) with all the points that intrigued you,

(c) unfamiliar words and key phrases.

(d) now discuss this along with your friend(s)

(e) digging in more about the topic/issue that was presented. 

If you don't have a friend to practice with or too shy, then do the above exercise yourself.

I understand your choice of TED videos for practicing spoken english whilst gaining knowledge and enlightment! But it's a best pratice if you would cross train with other genre of videos as in (a) short films (b) documentaries (c) debates (d) TV series (e) audio books etc.

Its a general rule..if you wish to be a good speaker be a good listener first...and why just TED videos...listen to anything (in English ofcourse) but should be of your interest so that you enjoy. Then you must try to speak...until and unless you try speaking nothing can be achieved.
