To answer the last section of the IELTS listening test; 

1. Utilize the given time to go through questions 31-40 correctly. (skimming)
2. Underline the keywords to keep pace with the reader or to understand where the speaker reached. Keywords include sub-headings, proper nouns, numerical values both in words and numbers. 
3. Consider words or phrases before and after blank as the most important keywords. Your answer will precede or follow these words. Watch out for synonyms being used. 
4. Do not panic. Stay calm and listen. Wait for the keywords to proceed. To have your eyes on two keywords at a time is also suggested. Keep in mind the speaker will say so many things which are not there in the question paper. Believe yourself and depend on keywords for answers and also to move along with the speaker.

First, understand what stops you from speaking in English. It could be mainly due to hesitancy. Find out the reasons for this situation. Like, is it a lack of vocabulary or fear of making grammatical errors? A suggestion is to read, read and read to improve lexical resources.
