You have made a derivative work by using someone’s copyright protected content and modifying it. And, in this case, you didn’t even add new and original content. You just stripped it down. That’s not an “original MP3 track”.
You cannot use someone else’s content without permission. Doing so is illegal copyright infringement.
Look, sampling as little as three notes isn’t legal and never fits a “fair use” defense. So I don’t see how you could be distributing the instrumental and imagining that this is legal. You need permission.
