Its not mandatory to attend a course or a class room study understanding of the concepts and regular practice of AWS can mould you to get certified. Its better to go with AWS whitepapers which is present in AWS website and the questions will be from it. Mostly all the certification questions will be scenario based...You can get the materials from web..

There are many effective cloud hosting services in India. You can screen and narrowdown as per your requirements. But the best one on India is GPC and AWS, Since this both can handle latency and You can provision a VM, host data in object storage, database, cloud functions, container, etc. comparatively to others but whereas if you prefer others they dont have best shared hosting platforms...

Yes You can complete AWS certification online, But you should have a regular practice and understanding of topics and involve yourself in labsession. So you can crack the AWS certification easier. Cost wise There are many online services like udemy, etc but regular practice from your end is mandatory...
